The In the military, various tasks such as training and work are conducted. In
the military, this is commonly referred to as a ‘duty’ in terms of service. In particular,
unlike officers and noncommissioned officers, it is a reality in our military that many types
of work are being carried out under the stipulation that soldiers must complete their
duties no matter what dangers or difficulties they face in performing their duties. Due to
the confidentiality and closed nature of military work, various incidents that occur within
the military are mostly confirmed in the media. How many undisclosed cases are there
besides military-related cases that appear in the media? Of course, the nature of military
work itself cannot be ignored. However, it is very important to pay attention to the
national defense-related laws and regulations that have been disclosed so far, and to
discuss institutional improvement for the preservation of combat power during peacetime
and the efficiency of military affairs. In that sense, the reason why we are discussing
ways to improve the defense safety accident investigation process is one of these efforts.
The reason why the defense safety accident investigation procedure is emphasized is to
reduce the scope for controversy over the accident investigation procedure in order to
make the virtuous cycle process for future safety accident prevention more smooth by
identifying the cause of the accident. Therefore, the regulations on safety accident
investigations specified in the Defense Safety Order must be improved, and the method
to be improved is to apply the regulations on various investigation procedures and
methods specified in the Framework Act on Administrative Investigation.
