This study presents a framework for developing civil-government-military collaborative Counter-UAS (C-UAS) operation procedures and Rules of Engagement (ROE) to effectively respond to drone threats against critical national facilities. Considering the unique characteristics of urban environments with high population and building density, and complex radio frequency environments, the study analyzes the operational limitations of C-UAS technologies, current civil-government-military cooperation systems, and legal foundations, while reviewing international cases. Based on this analysis, a five-phase (Detect-Identify-Track-Warn-Neutralize, DITWN) collaborative C-UAS operation procedure framework and threat-level differentiated ROE draft were developed. The study suggests policies including establishing clear legal grounds for C-UAS operations, developing standard operating procedures, building integrated command and control systems, conducting joint exercises, and expanding investment in technology development to enhance the protection capabilities of critical national facilities.참고문헌 (0)
