In this paper, we examine the MAVNI system in the United States as apotential solution to address the security threat of declining military resources. MAVNI is
a program that offers citizenship to individuals who are not permanent residents or
citizens of the U.S. after they enlist in the US military and complete combat basic
training. It was piloted in 2008 and officially implemented from 2009 to 2017,
specifically targeting foreign language speakers and medical personnel. Given the US
military's involvement in coalition operations and conflicts around the world, there is a
high demand for individuals with foreign language skills. Additionally, the military's
involvement in these operations puts them at a higher risk for injury and killed in action,
making the presence of medical personnel crucial. The MAVNI program was designed to
address these needs. The significant increase in enrollment from 1,000 in the first year
to 5,200 in 2017 demonstrates the US military's reliance on MAVNI enrollees and the
attractiveness of the program to potential applicants. From this study, we have
identified three key implications and lessons: the importance of a recruitment outreach
strategy that benefits both the military and the applicant, the need to improve the
organizational culture to promote diversity and equality of opportunity, and the
importance of creating an environment where individuals want to remain after joining.
