This study proposes a strategic framework for developing a Korean multi-layered counter-UAS defense system to effectively respond to evolving North Korean drone threats. The incursion of North Korean small drones into South Korean airspace in December 2022 and the introduction of the “Saetbyol-4” strategic reconnaissance drone and “Saetbyol-9” multi-purpose attack drone in 2023 demonstrate that North Korea’s drone operational capabilities and intentions have advanced to a new level. To address these threats, this research analyzes the nature and evolution of North Korean drone capabilities, compares counter-drone strategies and systems of major countries including the United States and Israel, and derives lessons from recent international conflicts such as the Ukraine war. The study proposes a multi-layered counter-drone defense model that reflects the unique security environment of the Korean Peninsula. This model is centered on a network-based integrated system that operates various sensors and effectors in an overlapping manner throughout the entire process of detection, identification, tracking, and neutralization. Additionally, the research suggests governance frameworks and legal-institutional foundations necessary for effective operation. This study contributes to dramatically enhancing South Korea’s response capabilities against North Korea’s asymmetric drone threats, particularly through the introduction of a “regionalization” concept considering the geographical characteristics of the Seoul metropolitan area, border regions, and critical national infrastructure, as well as a three-dimensional defense strategy that provides more effective national security measures.
