This study analyzes the realities of Chinese information warfare and influence operations against South Korea, examines vulnerabilities in South Korea’s information environment, and explores a paradigm shift in national security for effective countermeasures. As information and cyberspace have emerged as new domains of interstate competition due to advancements in information and communication technologies, China employs a complex combination of tactics—including disinformation, cyber attacks, economic coercion, and united front work—to weaken the ROK-US alliance, establish pro-Chinese networks, and strengthen economic control over South Korea. Multi-layered vulnerabilities in South Korea’s media ecosystem, technological infrastructure, legal frameworks, and public awareness create an environment where responding effectively to Chinese information operations remains challenging. By reviewing international cases from Finland, Taiwan, and the Baltic states, this study proposes a national security paradigm shift centered on the concept of “resilience.” Policy recommendations for enhancing resilience include: clarifying the national security paradigm centered on the information environment, improving legal frameworks to regulate foreign influence activities, strengthening technological capabilities including AI-based detection and analysis, enhancing public-private partnerships and international cooperation, and comprehensively strengthening social trust and media literacy education. As Chinese information operations are conducted across multiple fronts in an interconnected manner, South Korea’s response strategy must likewise be integrated into a “whole-of-society approach” involving government, private companies, civil society, and individual citizens.참고문헌 (0)
