This paper examines the use of immigrants and naturalized citizens formilitary service as a potential solution to the issue of declining military resources. Two
specific examples, the International Legion of for the Defense of Ukraine and the UK's
policy of accepting immigrants and naturalized citizens, are presented. The International
Legion was formed in response to the Ukraine-Russia war in February 2022 and is
made up of foreign volunteers who are treated equally to Ukrainian soldiers. Visa issues
have been resolved, allowing them to focus on their mission. The British Armed Forces,
which relies on recruiting system, has seen a decrease in the number of professional
soldiers due to the growth of private enterprise and a declining birth rate. This has
resulted in more soldiers leaving than intake. To address this crisis, the British military
has made efforts to diversify its ranks, welcoming women, people of color,
non-Protestants, and LGBT individuals. Changes to the Military Service Act have also
allowed Black, Asian, and Minority Ethnic (BAME) individuals to join the British Armed
Forces through immigration and naturalization. As a result, the proportion of BAME
individuals in the Armed Forces has increased to 11.7%, and in the Regular Army, it has
risen to 10.6%. This has been a significant boost for the British Armed Forces, which is
struggling with recruitment. In light of South Korea's similar challenges with military
recruitment, we can draw valuable lessons from these two countries.
