초록

본 연구는 최근 5년간(2019-2023) 국내 건설업에서 발생한 크레인 줄걸이작업 관련 재해의 특성을 분석하고, 특히 소규모 사업장의 고령 근로자 및 단기 근무자에 초점을 맞추어 안전관리 개선 방안을 제시하고자 하였다. 건설현장에서 물체에 맞음 사고가 전체 재해의 상당 부분을 차지하는 가운 데, 크레인 줄걸이작업에서 고령 근로자와 단기 근무자의 재해 위험이 두드러지게 나타나고 있다. 이 에 본 연구는 산업재해 통계자료를 바탕으로 교차분석을 실시하여 취약계층의 재해 발생 특성을 규명 하였으며, 미국, 영국, 싱가포르 등 주요국의 안전관리 제도를 비교 분석하여 시사점을 도출하였다. 연 구 결과를 토대로 소규모 사업장의 안전관리 체계 보완, 크레인 줄걸이작업의 전문화, 그리고 감독기 관의 집중 지도 및 작업계획서 내실화 등 세 가지 측면에서 정책적 개선방안을 제시하였다.

This study analyzed the characteristics of crane hoisting operation-related accidents in the Korean construction industry over the past five years (2019-2023) and proposed safety management improvement measures, focusing particularly on elderly and short-term workers in small-scale workplaces. While being struck by objects accounts for a significant portion of total accidents at construction sites, elderly and short-term workers show notably higher accident risks in crane hoisting operations. Through cross-analysis of industrial accident statistics, this study identified accident occurrence patterns among vulnerable workers and derived implications by comparing safety management systems of major countries including the United States, United Kingdom, and Singapore. Based on the research findings, policy improvement measures were proposed in three aspects: complementing safety management systems for small-scale workplaces, specialization of crane hoisting operations, and strengthening supervisory agencies’ guidance and substantiation of work plans.
