초록

본 연구는 디지털 전환시대를 맞이하여 한국군 부사관 제도의 역사적 발전과정을 분석하고 미래 지향적 혁신방안을 제시하는 데 목적이 있다. 1950년대 창설기부터 현재까지의 부사관 제도 변천과정 을 체계적으로 고찰하였으며, 특히 2000년대 이후 전문직업군인으로서의 위상 강화 과정에 주목하였 다. 현대 군사환경의 변화와 저출산으로 인한 인구절벽 현상은 부사관 제도의 근본적 혁신을 요구하고 있다. 본 연구는 이러한 도전과제에 대응하기 위해 리더십 개발 프로그램의 현대화, 디지털 역량 강화 를 위한 교육체계 개편, 부사관 역량 인증제도 도입 등의 정책방안을 제시하였다. 특히 학･군 협약을 통한 우수인력 확보, 교육과정 표준화, 장기복무 비율 확대 등 구체적인 제도 개선방안을 도출하였다 는 점에서 정책적 함의를 지닌다.

This study aims to analyze the historical development process of the Republic of Korea military NCO system and propose future-oriented innovation measures in the era of digital transformation. The research systematically examines the evolution of the NCO system from its establishment in the 1950s to the present, with particular attention to the strengthening of its status as professional military personnel since the 2000s. Changes in the modern military environment and the demographic cliff phenomenon due to low birth rates demand fundamental innovation in the NCO system. To address these challenges, this study suggests policy measures including the modernization of leadership development programs, reformation of education systems for strengthening digital capabilities, and introduction of NCO competency certification systems. The study holds policy implications in that it derives specific institutional improvement measures, such as securing excellent personnel through academic-military agreements, standardization of education curricula, and expansion of long-term service ratios.
