초록

본 연구는 급증하는 무인항공시스템(UAS) 위협에 대응하기 위한 대한민국 군의 전략적 방향성 과 조직 개편 방안을 고찰하였다. 최근 드론 기술의 급속한 발전과 더불어 이를 활용한 군사적 위협이 증대되고 있는 상황에서, 우리 군의 현행 대응체계는 기술적･조직적･법제도적 측면에서 여러 한계점을 노출하고 있다. 본 연구는 주요 선진국의 UAS 운용 및 대응 전략을 비교 분석하고, 이를 토대로 우리 군이 나아가야 할 방향을 제시하였다. 특히 각 군의 분산된 드론 관련 기능을 통합하여 합동성을 강화하 고, 민간 영역과의 협력체계를 구축하며, 관련 법제도를 정비하는 등의 구체적 개선방안을 도출하였다.

This study examines the strategic directions and organizational reform measures of the Republic of Korea military in response to increasing Unmanned Aerial System (UAS) threats. With the rapid advancement of drone technology and growing military threats utilizing such systems, the current response system of our military reveals various limitations in technical, organizational, and legal-institutional aspects. This research analyzes the UAS operation and response strategies of major advanced countries and suggests directions for our military’s development. Specifically, it proposes concrete improvement measures such as strengthening joint operations by integrating dispersed drone-related functions across different service branches, establishing cooperation systems with the civilian sector, and refining relevant legal frameworks.
