초록

This study analyzes the increasing use of drones by non-state actors and the nature of their threats. The research specifically examines major cases from the Middle East, Ukraine, and Myanmar between 2015 and 2024, focusing on military applications and tactical characteristics of drone warfare. The findings reveal that non-state actors are rapidly enhancing their military capabilities through the military modification of commercial drones, implementation of drone swarm tactics, and integration of AI technology. Notably, drones have established a new paradigm in asymmetric warfare by being utilized for various purposes including intelligence gathering, ISR (Intelligence, Surveillance, and Reconnaissance), and precision strikes. The study concludes that comprehensive countermeasures are necessary, including legal and institutional improvements, enhancement of technical response capabilities, and establishment of international cooperation frameworks to effectively address these drone threats.
