초록

This study examines the challenges posed by population decline in South Korea and evaluates the effectiveness of community policies designed to address this issue. Through a comprehensive literature review and case studies of three distinct policy approaches—resident welfare education and participation, township-level village welfare plans, and public-private partnerships—the research investigates the impact and efficacy of these interventions. The study employs fuzzy set theory to assess policy outcomes, providing a nuanced understanding of their effectiveness. Findings indicate that while these policies have shown positive effects in slowing population decline and enhancing community vitality, their impact varies across regions. The research highlights the importance of tailoring policies to local contexts, fostering resident participation, and promoting collaboration among various stakeholders. The study concludes with strategic recommendations for policymakers, emphasizing the need for long-term planning, continuous evaluation, and adaptive policy frameworks. This research contributes to the growing body of knowledge on managing population decline and offers practical insights for sustainable community development in the context of demographic challenges.
