초록

본 연구는 미국과 북한 간의 비대칭적 관계가 핵 협상에 미치는 영향을 분석하고, 양국의 상반된 가치평가와 전략적 선택의 메커니즘을 고찰하였다. 특히 북한의 체제 생존 전략으로서의 핵개발과 미 국의 핵 비확산 정책 간의 근본적 충돌을 중심으로, 협상과정에서 나타나는 딜레마의 본질을 규명하였 다. 연구 결과, 양국의 비대칭적 관계는 단순한 군사력과 경제력의 격차를 넘어, 핵무기의 전략적 가치 에 대한 상이한 인식과 밀접하게 연관되어 있음이 확인되었다. 이러한 인식의 차이는 협상의 교착상태 를 초래하는 주요 원인으로 작용하고 있으며, 이를 해소하기 위해서는 단계적이고 동시적인 접근법과 함께 장기적 관점에서의 신뢰구축이 필요함을 제시하였다. 본 연구의 분석은 향후 북미 핵 협상의 진 전을 위한 실천적 함의를 제공한다는 점에서 의의를 지닌다.

This study analyzes the impact of asymmetric relations between the United States and North Korea on nuclear negotiations, examining the mechanisms of conflicting value assessments and strategic choices between the two countries. Particularly focusing on the fundamental clash between North Korea's nuclear development as a regime survival strategy and the U.S. non-proliferation policy, this research investigates the essence of dilemmas emerging during negotiations. The findings reveal that the asymmetric relationship between the two countries extends beyond mere military and economic disparities, closely intertwining with divergent perceptions of nuclear weapons' strategic value. These perceptual differences serve as primary factors leading to negotiation deadlocks, suggesting that resolution requires a gradual, simultaneous approach coupled with long-term trust-building measures. This study's analysis provides practical implications for advancing future U.S.-North Korea nuclear negotiations.
