초록

본 연구는 제천시의 사회복지 거버넌스 현황을 분석하고 효과적인 협력적 네트워크 구축 방안을 모색하였다. 제천시는 인구 감소와 고령화에 직면하여 다양한 사회복지 정책을 추진하고 있으나, 복지 서비스의 효과적 전달과 자원의 효율적 활용을 위한 거버넌스 체계에는 개선의 여지가 있다. 연구 결 과, 제천시 사회복지 거버넌스의 주요 과제로 민간 참여의 실질적 확대, 협의체 내 분과 간 연계 강화, 성과 평가 및 환류 체계 구축이 도출되었다. 이를 해결하기 위해 본 연구는 국내외 우수사례 분석을 통 해 민관 협력의 제도화, 주민 참여형 의사결정 구조 확립, 통합사례관리 체계 구축 등을 제안하였다. 본 연구는 제천시뿐만 아니라 유사한 규모의 지방도시들이 지역 특성에 맞는 사회복지 거버넌스를 구 축하는 데 실질적인 시사점을 제공할 것으로 기대된다.

This study analyzes the current status of social welfare governance in Jecheon City and explores effective ways to establish collaborative networks. While Jecheon City implements various social welfare policies to address population decline and aging, there remains room for improvement in its governance system for effective service delivery and efficient resource utilization. The study identifies key challenges in Jecheon's social welfare governance, including the need for expanded private sector participation, enhanced coordination between divisions within the community welfare council, and establishment of performance evaluation and feedback systems. Through analysis of domestic and international best practices, this study proposes solutions including institutionalization of public-private partnerships, establishment of resident-participatory decision-making structures, and implementation of integrated case management systems. This research is expected to provide practical implications not only for Jecheon City but also for similar-sized local cities in developing social welfare governance tailored to their regional characteristics.
