초록

본 연구는 현대 분쟁 양상의 변화에 따른 비살상군사작전(NLMO) 환경에서 군사 드론의 다차원적 활용 전략을 개발하고 운용 교리 발전 방향을 제시하는 데 목적이 있다. 도시화 심화, 회색지대 분쟁 증가, 정보전 중요성 증대로 인해 미래 전장에서는 비살상 능력의 중요성이 더욱 커지고 있다. 본 연구에서는 군사 드론에 탑재 가능한 지향성 에너지, 음향 장치 등 다양한 비살상무기 기술을 분석하고, 군중 통제 및 지역 거부 임무를 위한 다차원적 활용 전략을 제시하였다. 또한 드론 스웜 기술과 정보전 지원 역할도 검 토하였다. 아울러 비살상 드론 운용에서 발생하는 국제인도법 준수, 의미 있는 인간 통제 확보 등의 윤리 적･법적 딜레마를 식별하고, 이를 해소하기 위한 대응 전략을 모색하였다. 결론적으로 비살상 드론의 효 과적 활용을 위해서는 기술, 교리, 윤리, 법적 측면에서의 종합적인 발전이 필요함을 제안하였다.

This study aims to develop multi-dimensional application strategies for military drones in non-lethal military operations (NLMO) and suggest directions for operational doctrine development in response to evolving patterns of modern conflict. The importance of non-lethal capabilities is increasing in future battlefields characterized by intensified urbanization, growing grey zone conflicts, and the enhanced significance of information warfare. This research analyzes various non-lethal weapon technologies deployable on military drones, including directed energy and acoustic devices, and presents multi-dimensional application strategies for crowd control and area denial missions. Additionally, it examines the utilization of drone swarm technology and its supporting role in information warfare. The study further identifies ethical and legal dilemmas in non-lethal drone operations, such as compliance with international humanitarian law and ensuring meaningful human control, while exploring response strategies to address these challenges. The findings suggest that comprehensive development in technological, doctrinal, ethical, and legal aspects is necessary for the effective utilization of non-lethal drones in future military operations.
