초록

본 연구는 우크라이나 전쟁 이후 급격히 심화된 북한-러시아 간 군사협력이 한반도 안보 환경에 미치는 영향을 분석하고, 이에 대한 한국의 전략적 대응방안을 모색한다. 2022년 러시아의 우크라이 나 침공 이후, 북한의 대규모 무기 지원과 러시아의 첨단 군사기술 이전 가능성, 그리고 상호방위 조항 을 포함한 전략적 동반자 관계 조약 체결 등 양국 간 협력은 질적·양적으로 전례 없는 수준으로 발전했 다. 이러한 북러 밀착은 한국의 안보 딜레마를 심화시키고, 역내 세력 균형에 중대한 변화를 초래하고 있다. 본 연구는 안보 딜레마 이론을 바탕으로 북러 협력의 특성과 동기를 분석하고, 한미동맹 강화, 자체 방위력 증강, 다자 안보 협력 확대, 위기관리 메커니즘 구축 등 한국의 효과적인 대응 전략을 제 시한다.

This study analyzes the impact of rapidly intensifying military cooperation between North Korea and Russia following the Ukraine War on the Korean Peninsula’s security environment and explores strategic response options for South Korea. Since Russia’s invasion of Ukraine in 2022, bilateral cooperation has developed to unprecedented qualitative and quantitative levels, including North Korea’s large-scale weapons transfers to Russia, potential Russian transfers of advanced military technologies to North Korea, and the signing of a strategic partnership treaty with mutual defense provisions. This Russia-North Korea alignment deepens South Korea’s security dilemma and causes significant changes in the regional balance of power. Based on security dilemma theory, this study analyzes the characteristics and motivations behind Russia-North Korea cooperation and proposes effective response strategies for South Korea, including strengthening the ROK-US alliance, enhancing self-defense capabilities, expanding multilateral security cooperation, and establishing crisis management mechanisms.
