초록

본 연구는 저출산과 고령화가 급속도로 진행되는 대한민국에서 군 인력 유지의 새로운 대안으로 부상하고 있는 시니어 솔저 통합 방안을 심층적으로 분석한다. 해외 주요 국가에서 실제로 시행된 정책 과 그 성과를 검토하고, 이를 토대로 국내 실정에 적합한 보조부대 편성, 정년 연장, 예비군 다층화 등의 구체적 정책 제안을 제시한다. 특히 중･고령층 지원자의 전문성을 활용함으로써 군사력의 질적･양적 보완이 가능하다는 점에 주목하며, 복무 연령을 재정의하고 체력 기준 및 조직문화 측면에서 발생할 수 있는 도전 요인을 함께 논의한다. 연구 결과는 제한된 징집 자원 문제를 해소함과 동시에, 고령층 인력 의 효율적 운용을 통해 미래 국방력의 안정성과 유연성을 높일 수 있는 실질적 단서를 제공한다.

This study conducts an in-depth investigation into the policy measures for integrating older soldiers in the Republic of Korea, where declining birth rates and rapid population aging have escalated concerns about sustaining military personnel. By reviewing international cases and examining both the successes and challenges identified therein, the analysis suggests practicable models of auxiliary units, adjusted retirement ages, and refined reserve systems that accommodate mid- to late-career entrants. Emphasis is placed on the potential for experienced and skilled older recruits to enhance military readiness in both quantitative and qualitative dimensions. The findings indicate that redefining fitness requirements and addressing organizational culture are pivotal to ensuring the effective utilization of older cohorts, and they further demonstrate how these strategies may contribute to the adaptability and resilience of the armed forces in the face of looming demographic constraints.
