초록

본 연구는 대한민국이 직면한 심각한 저출산･고령화 현상에 따른 예비군 병력자원 감소 문제를 해결하기 위한 방안으로 고령 예비인력 활용 가능성을 탐색하였다. 현행 예비군법상 복무 연령을 초과 한 건강하고 전문성을 갖춘 인력을 국가 방위에 활용하는 새로운 패러다임을 모색하고자 일본, 독일 등 해외 선진국의 사례를 분석하였다. 이를 바탕으로 전문기술 활용형, 비상근 복무형, 재난대응/지역 지원 예비군 등 세 가지 구체적 활용 모델을 제안하였다. 또한 제도 도입을 위한 도전과제와 기대효과 를 분석하고, 법･제도 정비, 효율적 관리시스템 구축, 맞춤형 훈련 프로그램 개발 등의 정책적 제언을 제시하였다. 본 연구는 인구구조 변화에 선제적으로 대응하고 지속 가능한 예비전력 체계를 구축하는 데 기여할 것으로 기대된다.

This study explores the potential utilization of elderly reserve personnel as a solution to the decreasing reserve force manpower resulting from South Korea's serious low fertility and aging population issues. By analyzing cases from advanced countries such as Japan and Germany, we sought to develop a new paradigm that incorporates healthy and skilled personnel who exceed the current age limit of the reserve military service. Based on this analysis, we propose three specific utilization models: expertise-based support reserves, non-regular service senior reserves, and disaster response/community support reserves. Furthermore, we analyze the challenges and expected benefits of implementing such systems, and suggest policy recommendations including legal framework refinement, efficient management system establishment, and customized training program development. This research is expected to contribute to proactively addressing demographic changes and building a sustainable reserve force system.
