초록

본 연구는 기후변화가 초래하는 다양한 안보 위협이 동북아시아 지역의 안정에 미치는 영향과 이에 대응하기 위한 한국 주도의 지역 군사협력체계 구축 방안을 모색하였다. 기후변화는 동북아 지역 에서 자연재해 증가, 자원 부족 심화, 월경성 환경 오염, 잠재적 난민 발생 등 초국가적 안보 위협으로 작용하고 있다. 그러나 기존의 협력 메커니즘은 지정학적 갈등, 제도적 구속력 부족, 상호 불신 등의 한계로 인해 효과적인 대응에 제약이 있음을 확인하였다. 이러한 문제의식 하에, 본 연구는 한국이 중 견국으로서의 지위와 재난 대응 경험을 바탕으로 기후 안보 중심의 실용적 군사협력체계를 주도할 수 있는 가능성을 제시하였다. 구체적으로 ‘동북아 기후 대응 협력 조정 메커니즘’이라는 개념적 구상과 단계적 접근 전략을 제안하였으며, 정보 공유와 도상훈련부터 시작하여 점진적으로 실질 협력 범위를 확대하는 방안을 모색하였다. 본 연구는 전통적 안보 딜레마를 우회하고 기능적 협력을 통해 지역 안 정에 기여할 수 있는 실용적 모델을 제시함으로써, 기후변화 시대 한국의 지역 리더십 강화와 동북아 협력 증진에 기여하고자 한다.

This study examines the impact of various security threats caused by climate change on stability in Northeast Asia and explores ways to establish a South Korea-led regional military cooperation system in response. Climate change is acting as a transnational security threat in the Northeast Asian region, manifesting as increased natural disasters, intensifying resource shortages, transboundary environmental pollution, and potential refugee displacement. However, this research confirms that existing cooperation mechanisms are constrained by geopolitical conflicts, lack of institutional binding power, and mutual distrust, limiting effective responses. Against this backdrop, this study suggests the possibility of South Korea leading a practical military cooperation system centered on climate security, leveraging its middle power status and disaster response experience. Specifically, it proposes a conceptual framework called the “Northeast Asia Climate Response Coordination Mechanism” and a phased approach strategy, seeking ways to gradually expand the scope of substantive cooperation beginning with information sharing and tabletop exercises. By presenting a practical model that can bypass traditional security dilemmas and contribute to regional stability through functional cooperation, this research aims to enhance South Korea’s regional leadership and promote Northeast Asian cooperation in the era of climate change.
